The Constructing Change Board, headed up by our CEO, is responsible for the governance, compliance, and strategic decision-making.
Elizabeth is the visionary behind Constructing Change and a highly experienced civil engineer committed to advancing diversity, equity, inclusion, and social value within construction. With a career spanning local government and her current role at the Environment Agency, she has been instrumental in shaping policy and delivering engineering solutions for construction projects at both local and national levels.
Growing up in an area of deprivation, she saw firsthand how limited opportunities can shape a person’s future. As an engineer and commercial leader, she has experienced both the challenges and the immense potential of the construction industry to drive meaningful change.
That’s why she founded Constructing Change – to break down barriers, create opportunities, and ensure the industry better reflects the diverse communities it serves. Through Constructing Change, she has brought together organisations across various construction sectors to foster a more inclusive industry, while also introducing young people to career pathways in construction, inspiring the next generation and promoting social mobility.
Victoria is a highly skilled Chartered Water and Environmental Manager with over 20 years of experience in flood risk management. She has built a distinguished career leading high-impact projects at local, regional, and national levels, ensuring the resilience and sustainability of flood risk infrastructure across England.
Currently, she operates within a commercial function, providing leadership and innovation across a £600m asset management framework. In this role, she ensures that flood risk management infrastructure works, across England, are delivered seamlessly in line with the Environment Agency's rigorous requirements.
Outside of work, Victoria is deeply passionate about inspiring and supporting the next generation. She serves as a Cub Scout Leader and is committed to Constructing Change, an initiative focused on encouraging young people, especially from underrepresented backgrounds, to consider careers in the construction sector. Her dedication to mentorship and fostering future talent reflects her belief in empowering others to make meaningful contributions to the industry.

Sarah is the National Programme Manager for our signature programme -Learning in Action. A resourceful and adaptable professional with a passion for problem solving and building strong relationships across a variety of partners. Sarah is known for her excellent communication skills and her team-focused approach. She enjoys helping others grow and succeed while driving positive outcomes.
Outside of work her two teenage children keep her busy, and as a family they enjoy spending time together outdoors cycling or walking, and travelling to new and unusual places.

Paula is the Executive Assistant at Constructing Change, supporting the leadership team with smooth operations, clear communication and well-organised projects. She brings a calm, people-focused style and enjoys helping turn ideas into practical action that keeps the organisation running smoothly.
Outside of work, Paula is a devoted animal lover, a full-on Christmas enthusiast, and someone who loves spending quality time with her family. She enjoys travel, new experiences and creating memories that keep life joyful and balanced.

Karen Whitaker is a dedicated programme manager leading our Learn Live programme with warmth, professionalism, and a strong customer‑focused approach. Known for her approachable and engaging style, she consistently delivers positive experiences for colleagues and clients alike.
Outside work, Karen enjoys travelling and sailing around Scotland with her husband and their dog. Life at home is always lively, with her daughter completing her final year of university.
The Board is supported by the Steering Group, which is comprised of senior leaders from leading organisations and Central Government. The Steering Group serves as an advisory body, providing strategic guidance and industry expertise to help shape projects, initiatives, and the overall direction of Constructing Change.
Both the Board and the Steering Group are further supported by a National Coordinator, Saffron Ramsey, ensuring effective communication, coordination, and implementation of strategic objectives.
Members play a vital role in advocacy, resource development, and accountability, ensuring sustainable growth and measurable outcomes. Their guidance on best practices, emerging technologies, and industry trends drives innovation and expands opportunities for underrepresented groups, strengthening Constructing Change’s impact and reach.
